    Animal-abuse reports up but hard to finger culprits

    Reports of alleged animal abuse here have been on the rise in the past five years but only a fraction of them lead to enforcement action being taken by the authorities, according to latest figures from the Agri-Food & Veterinary Authority of Singapore. Animal-welfare agencies said the lack of incriminating evidence is a stumbling block in the prosecution of alleged animal abusers.
